Union Budget 2023-24 will be presented in the Indian Parliament by Finance Minister Nirmala Sitharaman on Wednesday, February 1. A day before the budget announcement, the finance minister tabled the Economic Survey 2022-23 in the Lok Sabha on January 31, giving a detailed report on the expenditures and earnings of the country in the ongoing financial year. As the Ministry of Finance gets all set to announce the Union Budget 2023-24 on Wednesday, here is all the information you need to watch the live screening.

Finance Minister Nirmala Sitharaman will be presenting the Union Budget 2023-24 in the Lok Sabha on February 1. The announcements will begin at 11 am IST. The budget speech is likely to last for around two hours. The longest budget speech in India's history, which continued for 2 hours and 40 minutes, was presented by FM Sitharaman in 2020.

It is to be noted that this will be the last full budget for the Narendra Modi government before the next general elections, scheduled to be held in 2024.

Ant-Man and the Wasp: Quantumania, Shehzada, Babylon, and More: February Movie Guide to Cinemas and OTT

Ant-Man and the Wasp: Quantumania is poised to kickstart Phase 5 of the Marvel Cinematic Universe in style, transporting us to the populated, urban megacity of Quantum Realm. In what feels like a redemption arc for the often ridiculed and not-so-popular Avenger that is Ant-Man (Paul Rudd), the film sets the first faceoff for the perils to come in the form of the hostile Kang the Conquerer (Jonathan Majors) — in the larger Multiverse Saga. Marking the longest runtime in the shapeshifter trilogy, Ant-Man and the Wasp: Quantumania releases February 17 in theatres worldwide. While you wait for that superhero affair, why not treat yourself to a taste of Old Hollywood with Damien Chazelle's latest epic Babylon? It's a wild ride, tracking the outsized ambition of eccentric characters, as they bask in the fame before eventually falling off. The film waltzes into cinemas on February 3.

Coming to local fare, we've got two Hindi-language remakes of South Indian movies. First up, Kartik Aaryan kicks things off with Shehzada, an action-drama that explores a young man's struggle under his scornful father's eyes, as he discovers that his real parents are millionaires. Drawing plot beats from the Allu Arjun-led Ala Vaikunthapurramuloo, the movie releases February 10 in theatres nationwide. Towards the end of the month, we've got the Selfiee, in which a superfan and a star collide in a feud, stemming from a misunderstanding with regard to obtaining a driver's license (sounds like an everyday argument at any Indian government office — if I'm being honest). A remake of the Malayalam film Driving Licence, the film stars Akshay Kumar and Emraan Hashmi as leads, and is slated to release February 24 in theatres.

The 53 Most Anticipated Movies of 2023

The month of February is a little dry on the OTT front, with theatrical releases coming back to form after a long time. That said, you can still check out our Entertainment hub to keep track of new releases that might be suited to your taste. On the streaming side, Apple TV+ leads the pack with Sharper, A24's latest, in which a small, wealthy family gets torn apart by secrets and lies. Also, let's not forget that Black Panther: Wakanda Forever arrives on Disney+ Hotstar on February 1 — 82 days after its theatrical release in November.

Babylon

Writer-director Damien Chazelle doubles down on his love for jazz music in this loud and boisterous take on golden-age Hollywood. Boasting a heavy runtime of 3 hours and 9 minutes, this Oscar nominee plays like a montage, charting the lives of several offbeat characters in Tinseltown as they make it in the film business, struggling to keep up with changing times, and ultimately succumb to the depravity that comes with overindulgence of fame. Babylon plays host to a drug addict played by Margot Robbie and a pompous silent-film star played by Brad Pitt, who reunite since 2019's Once Upon a Time in Hollywood.

Driving the story forward is Diego Calva's Manuel Torres — the one who manages to smoothly adapt and transition into the soundtrack-loaded talkies era, growing from a meagre film assistant taking cocaine breaks with love interest Nellie (Robbie), to attaining directorial jobs. It shines a light on the fetid exploitative aspect of the industry, whilst being a chaos-fuelled love letter to the art, adorned with dramatic dance set pieces with luxurious amber lighting.

Babylon's ensemble lineup also stars Tobey Maguire as mob boss James McKay, aimed at making Nellie's life hell, although she brings it upon herself with reckless gambling habits. Jean Smart plays sensational journalist Elinor St. John, Jovan Adepo as jazz trumpeter Sidney Palmer, Olivia Wilde as Jack Conrad's ex-wife Ina, and Li Jun Li as cabaret singer Lady Fay Zhu.

The Fabelmans

When: February 10

Steven Spielberg's The Fabelmans is another Oscar contender heading to Indian theatres in February. In what's billed as a semi-autobiographical film, loosely drawn from the celebrated director's childhood, exploring the coming-of-age tale of a young Sammy Fabelman (Gabriel LaBelle) growing up in a post-war Arizona and aspiring to become a filmmaker. However, when a family-shattering secret about infidelity alters plans, he is forced to consider his love for the craft and how the power of movies can help him see the truth.

The Fabelmans sees Spielberg reuniting with scribe Tony Kushner, after collaborating in critical darlings such as the musical West Side Story and the biopic Lincoln. While initially nervous about spewing personal details in a film of his, the director confessed last year that his parents had actually been 'nagging' him to reinterpret that story before their deaths. Paul Dano (The Batman) as Burt Fabelman signifies the on-screen representation of the father, while Michelle Williams (Synecdoche, New York) plays the mother Mitzi Schildkraut-Fabelman.

Seth Rogen is also enlisted in the lineup as Bennie Lowey, a co-worker of Burt's, who later becomes a surrogate uncle to Sammy. Meanwhile, Julia Butters (The Gray Man) plays Sammy's bitter sister Regina Fabelman, whereas Chloe East (The Wolf of Snow Hollow) plays his love interest. Surrealistic filmmaker David Lynch also stars as the famous filmmaker John Ford, whose work heavily influences Sammy's.

Shehzada

When: February 10

Kartik Aaryan steps into the shoes of Allu Arjun in this Hindi-language rendition of the Tamil film Ala Vaikunthapurramuloo. In it, he plays Bantu Jindal, a young man constantly criticised by his father since childhood, whose life takes an unexpected turn upon discovering that he is, in fact, the rightful heir to a millionaire's empire. Going back in time to the emergency room where he was born, his foster father Valmiki Upadhyay (Paresh Rawal) swapped his actual son with rich colleague Randeep Jindal's (Ronit Roy) baby, so the former could live a lavish life. This explains his contempt and disgust for Bantu, who isn't his actual child.

Bantu then sets out on a mission to reunite with his real parents, explaining his situation to the well-spoken Raj (Ankur Rathee), who was in the dark about the incident as well. Adding some excitement to Shehzada are the action sequences, which see Bantu vowing to protect his true family from the external threats they face — all the while hoping to carve a place for himself.

Kriti Sanon and Aaryan's on-screen chemistry is rekindled with them playing lovers yet again, following 2019's Luka Chuppi. Manisha Koirala plays Bantu's biological mother, while comedic legend Rajpal Yadav portrays Inspector Satish Yadav, who gets tangled in the familial affair.

A Man Called Otto

Stop me if you've heard this one before: a grumpy old man forms an unlikely friendship with a lively new neighbour, resulting in tumultuous, positive changes to his outlook and a new lease on life itself. That's because this plot device has been used numerous times, albeit with varying results. Having given up on his life after his wife's death, a suicidal, cantankerous, and elderly Otto Anderson (Tom Hanks) runs into a very pregnant Marisol's (Mariana Treviño) family. With not much 'fun' stuff happening in his day-to-day affair, he is roped in to form new alliances with her nitwit husband, give her driving lessons, and babysit her jovial kids, acting as a grandparent of sorts.

A Man Called Otto frequently goes into flashback territory, examining his relationship with his deceased wife Sonya (Rachel Keller), and giving some insight into his own heart condition, which he internally grapples with. In what feels like a heartwarming course of events, Otto is seen transforming from a male Karen of sorts, to becoming a healthy, inclusive member of the community — going from a gruff voice tone to a softspoken one. In time, he even lets a stray cat in, though he's unsure of letting the feline take up bed space.

The cast also includes Manuel Garcia-Rulfo (The Lincoln Lawyer) and Mindhunter breakout star Cameron Britton in supporting roles. Marc Forster, best known for the chaotic zombie thriller World War Z, directs from a script penned by David Magee (Finding Neverland).

Ant-Man and the Wasp: Quantumania

When: February 17
Where: Cinemas

Inadvertently warped into the Quantum Realm, due to an oversight by Cassie Lang (Kathryn Newton), our Ant-Family now finds themselves surrounded by exotic wildlife and a hugely populated megacity, ruled by the multiversal overlord Kang the Conqueror (Jonathan Majors). Scott Lang/ Ant-Man (Paul Rudd), who was always treated as a side character of the Avengers' group, receives a warm welcome from the ruler, in addition to the promise of lost time — the five years lost during the infamous Blip event.

Coaxed by the idea of a second chance at connecting with his estranged daughter, our shapeshifting hero agrees to help him accomplish an undisclosed, sinister task. Somewhere along the line, the deal falls through, putting him at odds with Kang, who serves as a formidable opponent. Ant-Man and the Wasp: Quantumania also has the added responsibility of introducing the mechanical guns-wielding MODOK, who is canonically known for undergoing mutagenic medical experimentation, causing him to develop a freakishly large head.

Corey Stoll, who previously appeared as Darren Cross/ Yellowjacket in the first Ant-Man film returns to voice MODOK. Michelle Pfeiffer reprises her role as matriarch Janet Van Dyne, who is suspicious of Kang's larger goals, whereas Evangeline Lilly returns as daughter Hope/ Wasp. As per a Fandango listing, Ant-Man 3 clocks in at 2 hours and 5 minutes.

Sharper

When: February 17
Where: Apple TV+

In Shaper, Julianne Moore (Magnolia) and Sebastian Stan (Captain America: The Winter Soldier) play an estranged mother and son, who target a wealthy family for A24's latest. The former has managed to seduce and enter into a relationship with billionaire Richard Hobbes (John Lithgow), while the con-man son Max uses skills of deception to seek out massive pay. Like most stories that deal with rich peoples' problems — by way of HBO's Succession — Sharper adds a young heir into the mix. Justice Smith (Pokémon: Detective Pikachu) plays Tom, the biological successor to Hobbes' fortune, who is described as 'weak' by his father.

Taking note of this, Max teams up with Sandra (Brianna Middleton), in a master plan to pull Tom into a romantic trap and pretend to be in love with him — presumably to extract money. What follows next is a web of secrets and lies, where characters start competing for riches and power, promising to keep audiences guessing till the end.

Selfiee

When: February 24

RTO Inspector Om Prakash Aggarwal (Emraan Hashmi) is a diehard fan of Bollywood superstar Vijay Kumar (Akshay Kumar), with the ultimate dream of getting a selfie with his idol. Opportunity comes knocking at his door when the actor needs to obtain a new driver's license, with the officer promising to go to the utmost lengths to get the task done in time. However, a misunderstanding stemming from external forces at play causes Kumar to believe that the cop has been taking unfair advantage of him, resulting in a feud that immediately gets media coverage.

It's a battle of egos essentially, serving as a fun-filled experiment of what could happen when the biggest fan becomes the biggest hurdle in an actor's life. Selfiee also stars Nushrratt Bharuccha (Ram Setu) as Om's wife Minty Aggarwal and Diana Penty as Kumar's girlfriend in supporting roles. Raj Mehta, best known for 2019's Good Newwz directs the film.

Chinese Internet Giant Baidu Planning to Launch AI Chatbot Similar to OpenAI’s ChatGPT in March

Chinese Internet giant Baidu is planning to launch an artificial intelligence chatbot tool similar to OpenAI's ChatGPT in March, a person familiar with the matter told Reuters.

Baidu plans to debut the application by initially embedding it into its main search services, Bloomberg News reported earlier.

ChatGPT's tech works by learning from vast amounts of data how to answer any prompt by a user in a human-like way, offering the information like a search engine would or prose like an aspiring novelist.

Microsoft has a $1 billion investment in San Francisco-based OpenAI that it has looked at increasing, Reuters has reported. The company has also worked to add OpenAI's image-generation software to its Bing search engine in a new challenge to Alphabet Inc's Google.

Last week, the company announced a further multibillion dollar investment in OpenAI, deepening ties with the startup behind the chatbot sensation ChatGPT and setting the stage for more competition with rival Alphabet Inc's Google.

Microsoft in a blog post announced "the third phase" of its partnership "through a multiyear, multibillion dollar investment" including additional supercomputer development and cloud-computing support for OpenAI.

Both companies will be able to commercialize the AI tech that results, the blog post said.

A Microsoft spokesperson declined to comment on the terms of the latest investment, which some media outlets earlier reported would be $10 billion (roughly Rs. 82,000 crore).

The widely anticipated investment shows how Microsoft is locked in competition with Google, the inventor of key AI research that is planning its own unveil for this spring, a person familiar with the matter previously told Reuters.

Microsoft's bet came days after it and Alphabet each announced layoffs of 10,000 or more workers. Redmond, Washington-based Microsoft warned of a recession and growing scrutiny of digital spend by customers in its layoff announcement.

US Panel to Vote on TikTok Ban Over National Security Concerns in February

The House Foreign Affairs Committee plans to hold a vote next month on a bill aimed at blocking the use of China's popular social media app TikTok in the United States, the committee confirmed on Friday.

The measure, planned by the panel's chair Representative Michael McCaul, a Republican, would aim to give the White House the legal tools to ban TikTok over US national security concerns.

"The concern is that this app gives the Chinese government a back door into our phones," McCaul told Bloomberg News, which reported the vote timing earlier.

In 2020, then-President Donald Trump attempted to block new users from downloading TikTok and ban other transactions that would have effectively blocked the app's use in the United States, but lost a series of court battles over the measure.

The Biden administration in June 2021 formally abandoned that effort. Then in December, Republican Senator Marco Rubio unveiled bipartisan legislation to ban TikTok, which would also block all transactions from any social media company in or under the influence of China and Russia.

But a ban of the short video app, which is owned by ByteDance and is popular among teens, would face significant hurdles in Congress to pass, and would need 60 votes in the Senate.

For three years, TikTok - which has more than 100 million US users - has been seeking to assure Washington that the personal data of US citizens cannot be accessed and its content cannot be manipulated by China's Communist Party or anyone else under Beijing's influence.

TikTok said Friday "calls for total bans of TikTok take a piecemeal approach to national security and a piecemeal approach to broad industry issues like data security, privacy, and online harms."

The US government's Committee on Foreign Investment in the United States (CFIUS), a powerful national security body, in 2020 ordered ByteDance to divest TikTok because of fears that US user data could be passed on to China's government.

CFIUS and TikTok have been in talks since 2021, aiming to reach a national security agreement to protect the data of US TikTok users.

TikTok said it had a "comprehensive package of measures with layers of government and independent oversight to ensure that there are no backdoors into TikTok that could be used to manipulate the platform" and invested roughly $1.5 billion (roughly Rs. 12,300 crore) to date on those efforts.

White House press secretary Karine Jean-Pierre declined to comment on the bill on Friday. "It's under review by (CFIUS) so I am just not going to get into details on that," Jean-Pierre said.

Last month, Biden signed legislation that included a ban on federal employees using or downloading TikTok on government-owned devices. More than 25 US states have also banned the use of TikTok on state-owned devices.

Twitter to Let Users Appeal Account Suspension Starting February 1

Twitter users will be able to appeal account suspensions and be evaluated under the social media platform's new criteria for reinstatement, starting Feb. 1, the company said on Friday.

Under the new criteria, which follow billionaire Elon Musk's purchase of the company in October, Twitter accounts will only be suspended for severe or ongoing and repeat violations of the platform's policies.

Severe policy violations include engaging in illegal content or activity, inciting or threatening violence or harm, and engaging in targeted harassment of other users, among others.

Twitter said that going forward, it will take less severe action, in comparison to account suspension, such as limiting the reach of tweets that violate its policies or asking users to remove tweets before continuing to use the account.

In December, Musk came under fire for suspending accounts of several journalists over a controversy on publishing public data about the billionaire's plane. He later reinstated the accounts.

A few days back, Twitter owner Elon Musk also tweeted about a higher-priced subscription to the social media platform which will not carry any advertisements. Calling ads to be "too frequent on Twitter and too big," the billionaire assured that steps will be taken to address those issues in the coming weeks. It is important to note here that Twitter earns nearly 90 percent of its revenue from selling digital ads. Recently, Musk blamed rights organisations for the "massive drop in revenue" due to the pressure on brands to pause their Twitter ads.

In January, the microblogging site also announced the price for a Twitter Blue subscription for Android to be at $11 (roughly Rs. 900) per month, similar to the fee for iOS subscribers. However, the company offered a cheaper annual plan for web users when compared to monthly charges. The higher pricing for Android users is likely to offset fees charged by Android's Google Play Store, like Apple's App Store.

Made-in-India Battle Royale ‘Indus’ Gameplay Trailer Revealed, Pre-Registrations Now Live on Android

Pune-based developer SuperGaming has dropped the gameplay trailer for its upcoming battle-royale title Indus, right in time for Republic Day. Pre-registrations are now live on Android, with signups on iOS and iPadOS to “follow soon.” The timing couldn't be more appropriate since the company wears its “Made-in-India” tag with pride, incorporating a touch of Indian culture in the game via general architecture, nomenclature, and the lore surrounding the long-dormant titular planet, whose legends echo across the galaxy. The trailer sheds light on some gunplay, loot system, and key locations within the Virlok, the floating island map.

The footage in the Indus trailer is based on a pre-alpha build, so don't be surprised to see some imperfections and an unpopulated arena. In it, you play as a Mythwalker, a hired gun working for the COVEN, an intergalactic syndicate, seeking to extract Cosmium — a rare, natural-born mineral that can alter space and time. Reminds me of Frank Herbert's sci-fi epic Dune, a little bit. This lore aspect ties into the gameplay as well, where despite being a battle royale, one could even emerge victorious by simply claiming it when the time calls for it. The primary objective here is to collect Cosmium, which only spawns once during a play session. Skilled players can still go on a hunting spree to become the last man standing.

Indian Gaming Companies Request Government to Distinguish Between Real Money Games and Video Games

One thing to note from the Indus trailer is that while the characters have eccentric art design, no special skills are put on display. A SuperGaming spokesperson suggested that Indus isn't a class-based hero shooter like Overwatch or Valorant, promising some changes in the future. “–players will definitely get to see our own interesting take on augmenting players with some special abilities on the plains of Virlok, sometime after the launch,” they stated. That said, I can see characters like Sir-Taj being a favourite pick, thanks to his slender hitbox and interesting character design — the character literally has the Taj Mahal's dome for a head. For those who aren't well-versed in Hindi, “sir” translates to head — a clever wordplay for the name. Then there's Big Gaj, which as the name suggests, is fashioned after an elephant, sporting an imposing presence on-field.

As seen in the trailer, Indus will let you play in both first and third-person perspectives at launch, with the latter switching to an FPS mode briefly when aiming down sights. Players can expect a wall closing in on them akin to most battle royale games, and skill-based matchmaking and a ranking system are part of later development plans. And of course, bots/ AI enemies will be added in case Indus fails to populate servers in time. During the launch period, Indus will only offer solo queues, with team-based options to come later.

Indus will be free-to-play from launch day and feature in-game monetisation methods similar to other titles in the category, where one could purchase cosmetics and other in-game items from the store. Progression mechanics such as a battle pass system hasn't been confirmed yet.

Indus runs on Unity as the base engine with an in-house “sandbox shooter tech stack” called the Indus Engine. The download size is estimated at around 500MB, though this might balloon as more content gets added. As for the required specs, SuperGaming claims the game will run fine on mobile devices with 4GB of RAM or more, and as long as your Android version is 6.0 and above.

Pre-registration for Indus is now live on the Google Play Store. PC and console versions are expected in the future.

Airtel Hikes Basic Tariffs in Seven Regions by Nearly 57 Percent to Increase Average Revenue per User

Bharti Airtel, India's No. 2 telecom carrier by subscribers, has introduced a new entry level plan at Rs. 155 in seven regions, the company's spokesperson said on Tuesday, effectively raising basic tariffs by nearly 57 percent.

The new plan was introduced in regions including the states of Karnataka, Bihar and Rajasthan, after discontinuing the existing tariffs of Rs. 99, the spokesperson added.

The company had late last year introduced the new plan on a trial basis in the states of Odisha and Haryana.

Telecom firms were widely expected to hike tariffs to shore up revenues after having spent billions of dollars in the country's 5G auction last year.

Airtel's average revenue per user (ARPU), a key performance indicator for telecom firms, was Rs. 190 in the September-quarter, a 3.8 percent sequential rise and a roughly 24 percent year-on-year increase.

The ARPU needed to be at Rs. 200 and ultimately at Rs. 300 for a financially healthy business model, Airtel said in November 2021, when it last raised tariffs.

Larger rival Reliance Jio, the telecom arm of billionaire Mukesh Ambani's Reliance Industries, had ARPU at Rs. 177.2 in the September quarter which rose slightly to Rs. 178.2 in the December quarter.

Jio, which disrupted the industry with cut-price rates in 2016, has not yet raised tariffs in over a year.

Airtel is scheduled to report its third-quarter results on February 7.

Dungeons & Dragons: Honor Among Thieves Trailer Delivers Chaotic Banter and Easter Eggs

Dungeons & Dragons: Honor Among Thieves just got a new trailer. Following the initial reveal at San Diego Comic-Con last year, this new trailer offers a better look at the villains, tonnes of easter eggs, and chaotic events that unfurl as if the players rolled multiple 1s on the dice. Originally slated to release in July 2021, the feature adaptation suffered multiple delays, thanks to the COVID-19 pandemic and other internal issues, before eventually settling for a 2023 drop. Dungeons & Dragons: Honor Among Thieves releases March 31 in theatres worldwide.

The trailer for Dungeons & Dragons: Honor Among Thieves wisely opens by displaying the stark contrast in personality between the lead characters; Holga the Barbarian (Michelle Rodriguez) beats up some goons in a brutish fashion, while the cowardly bard Edgin (Chris Pine) avoids getting his hands dirty by trying to cut the rope handcuffs by vigorously rubbing it against the stairs. “You know what? I'm thinking there are probably sharper stairs somewhere else,” he yells, as Holga continues soloing the team of bandits. We're then reminded of the film's premise, which sees Edgin leading a pack of rogue adventurers on a fantastical journey in search of an ancient relic. A mysterious magic horn that our heroes themselves inadvertently handed over to the wrong person, unleashing the “greatest evil the world has ever known.”

“The Red Wizards created an army of the undead,” Xenk (Regé-Jean Page), a very serious Paladin, describes the situation to our heroes, who start conjuring ideas to pull off the mission. The Dungeons & Dragons: Honor Among Thieves trailer then shifts focus to each of their abilities — Sophia Lillis (It: Chapter Two) is Doric the shapeshifter, skilled at morphing into different animals, even allowing her to navigate through tiny crevices. Meanwhile, Justice Smith (Detective Pikachu) plays Simon the sorcerer, who is extremely unpredictable in the way he casts spells.

We're then shown glimpses of their battle against one of the Red Wizards of Thay, Sofina (Daisy Head), who can be seen conjuring a spectral meaty hand to get hold of Doric. As stated before the Dungeons & Dragons: Honor Among Thieves trailer is loaded with easter eggs for the fans — some of which were detailed in an IGN interview with co-directors Jonathan Goldstein and John Francis Daley. Up first, we have a chunky version of the Embershard. “Embershad in the lore is known as being a glutton. And so, we really wanted to lean into that idea for one of our dragons,” Daley explained. “We wanted each of our dragons to be special in their own right because people know what dragons look like.” Dark Souls players, on the other hand, should be able to recognise the mimic chest, which upon triggering, opens wide with a sharp set of teeth.

The film seems to draw heavily from the playful nature of the eponymous tabletop role-playing game. It also stars Hugh Grant as Forge Fitzwilliam, the cunning Rogue, who can be seen being friendly with our heroes before coming up with his own agenda. The actor previously suggested that the film has a “Monty Python sensibility” in terms of humour.

Dungeons & Dragons: Honor Among Thieves releases March 31 in theatres worldwide. In India, the movie will also be available in Tamil and Telugu.

Microsoft Announces Further Multibillion Dollar Investment in OpenAI as Competition Heats Up

Microsoft Corp on Monday announced a further multibillion dollar investment in OpenAI, deepening ties with the startup behind the chatbot sensation ChatGPT and setting the stage for more competition with rival Alphabet Inc's Google.

Recently touting a revolution in artificial intelligence (AI), Microsoft is building on a bet it made on OpenAI nearly four years ago, when it dedicated $1 billion (roughly Rs. 8,200 crore) for the startup co-founded by Elon Musk and investor Sam Altman.

It has since built a supercomputer to power OpenAI's technology, among other forms of support.

Microsoft in a blog post has now announced "the third phase" of its partnership "through a multiyear, multibillion dollar investment" including additional supercomputer development and cloud-computing support for OpenAI.

Both companies will be able to commercialize the AI tech that results, the blog post said.

A Microsoft spokesperson declined to comment on the terms of the latest investment, which some media outlets earlier reported would be $10 billion (roughly Rs. 82,000 crore).

Microsoft is committing even more resources to keep the two companies at the forefront of artificial intelligence via so-called generative AI, technology that can learn from data how to create virtually any type of content simply from a text prompt.

OpenAI's ChatGPT, which produces prose or poetry on command, is the prime example that last year gained widespread attention in Silicon Valley.

Microsoft last week said it aimed to imbue such AI into all its products, as OpenAI continues to pursue the creation of human-like intelligence for machines.

Microsoft has started adding OpenAI's tech to its search engine Bing, which for the first time in years is being discussed as a potential rival to Google, the industry leader.

The widely anticipated investment shows how Microsoft is locked in competition with Google, the inventor of key AI research that is planning its own unveil for this spring, a person familiar with the matter previously told Reuters.

Microsoft's bet comes days after it and Alphabet each announced layoffs of 10,000 or more workers. Redmond, Washington-based Microsoft warned of a recession and growing scrutiny of digital spend by customers in its layoff announcement.

Amazon Web Services Plans to Invest $35 Billion by 2040 to Expand Data Centres in Virginia

Amazon's cloud services division said Friday it plans to invest another $35 billion (roughly Rs. 2,83,400 crore) by 2040 to expand data centres in Virginia.

Amazon Web Services (AWS) said the new investment will create 1,000 jobs. Virginia Republican Governor Glenn Youngkin said AWS will establish multiple data centre campuses across Virginia.

In 2021, AWS said from 2011 to 2020 it had invested $35 billion (roughly Rs. 2,83,400 crore) in data centres located in northern Virginia and had 3,500 full time employees at its data centres in the state.

Pending approval by state lawmakers, Virginia is developing a new "Mega Data Center Incentive Program," which would allow the company to receive up to a 15-year extension of Data Center Sales and Use tax exemptions on equipment and software.

AWS also will be eligible to receive a state grant of up to $140 million (roughly Rs. 1133 crore) "for site and infrastructure improvements, workforce development, and other project-related costs."

Amazon shares closed up 3.8 percent Friday.

Amazon in 2018 after a long contest announced northern Virginia would be home to its second headquarters known as "HQ2" and eventually employ more than 25,000 employees. As of April, Amazon said its headcount assigned to the site was around 5,000.

Youngkin has faced some criticism for withdrawing from a competition to attract a new Ford Motor battery plant expected to be built with China's Contemporary Amperex Technology Co Ltd (CATL), the world's largest battery producer.

Youngkin defended his decision Friday, telling Bloomberg News that he looks "forward to bringing a great company there. It won't be one that uses kind of a Trojan-horse relationship with the Chinese Communist Party in order to gain."

A spokesperson for Youngkin has said that "while Ford is an iconic American company, it became clear that this proposal would serve as a front for the Chinese Communist party."

Ford declined to comment on Youngkin's decision to withdraw.

In July, Ford said it plans to localize 40 GWh of battery capacity in North America starting in 2026. It also announced CATL would provide battery packs for Mustang Mach-E models for North America starting in 2023 and would discuss cooperation for batteries in Ford vehicles around the world.

"Our talks with CATL continue – and we have nothing new to announce on either front," Ford said.

Michigan is also a candidate for the Ford battery plant, sources said, and a decision could be made in the coming weeks.

Elon Musk Takes Witness Stand, Defends 2018 Buyout Tweets in Tesla Shareholder Trial

Elon Musk took the witness stand Friday to defend a 2018 tweet claiming he had lined up the financing to take Tesla private in a deal that never came close to happening.

The tweet resulted in a $40 million (roughly Rs. 323 crore) settlement with securities regulators. It also led to a class-action lawsuit alleging he misled investors, pulling him into court for about a half hour Friday to deliver sworn testimony in front of a nine-person jury and a full room of media and other spectators.

The trial was then adjourned for the weekend and Musk was told to return Monday to answer more questions.

In his initial appearance on the stand, Musk defended his prolific tweeting as “the most democratic way" to distribute information even while acknowledging constraints of Twitter's 240-character limit can make it difficult to make everything as clear as possible.

“I think you can absolutely be truthful (on Twitter)," Musk asserted on the stand. “But can you be comprehensive? Of course not,”

Musk's latest headache stems from the inherent brevity on Twitter, a service that he has been running since completing his $44 billion (roughly Rs.3,56,300 crore) purchase of it in October.

The trial hinges on the question of whether a pair of tweets that Musk posted on August 7, 2018, damaged Tesla shareholders during a 10-day period leading up to a Musk admission that the buyout he had envisioned wasn't going to happen.

In the first of those two 2018 tweets, Musk stated “funding secured” for what would have been a $72 billion (roughly Rs. 5,83,100 crore) buyout of Tesla at a time when the electric automaker was still grappling with production problems and was worth far less than it is now. Musk followed up a few hours later with another tweet suggesting a deal was imminent.

After it became apparent that the money wasn't in place to take Tesla private, Musk stepped down as Tesla's chairman while remaining CEO as part of the Securities and Exchange Commission settlement, without acknowledging any wrongdoing.

The impulsive billionaire came into court wearing a dark suit and tie on the third day of the civil trial in San Francisco that his lawyer unsuccessfully tried to move to Texas, where Tesla is now headquartered, on the premise that media coverage of his tumultuous takeover of Twitter had tainted the jury pool.

The jury that was assembled earlier this week focused intently on Musk while he answered questions posed by Nicholas Porritt, a lawyer representing Tesla shareholders. At one point, Musk asked Porritt if he would speak closer to the microphone so he could hear him better. At other times, Musk craned his neck as he gazed around the courtroom.

Musk, 51, said he cares “a great deal” about investors and also railed against short sellers who make investments that reward them when a company's stock price falls. He called short selling an “evil” practice that should be outlawed, denigrating those who profit from it as “a bunch of sharks."

When shown communications from Tesla investors urging him to curtail or completely stop his Twitter habit before the 2018 buyout tweet, Musk said he couldn't remember all those interactions from years ago, especially since he gets a “Niagara Falls" of emails.

Even before Musk took the stand, U.S. District Judge Edward Chen had declared that the jurors can consider those two tweets to be false, leaving them to decide whether Musk deliberately deceived investors and whether his statements saddled them with losses.

Musk has previously contended he entered into the SEC settlement under duress and maintained he believed he had locked up financial backing for a Tesla buyout during meetings with representatives from Saudi Arabia's Public Investment Fund.

An expert on corporate buyouts hired by shareholder lawyers to study the events surrounding Musk's proposal to take Tesla private spent the bulk of his three hours on the stand Friday deriding the plan as an ill-conceived concept.

“This proposal was an extreme outlier," said Guhan Subramanian, a Harvard University business and law professor for more than 20 years. “It was incoherent. It was illusory."

In a lengthy cross examination that delayed Musk's appearance, a lawyer for Tesla's board of directors tried to undermine Subramanian's testimony by pointing out that it relied on graduate student assistance to review some of the material related to the August 2018 tweets. The lawyer, William Price, also noted Subramanian's $1,900-per-hour (roughly Rs. 1,53,900) fee for compiling his report for the case.

The trial over his Tesla tweets come at a time when Musk has been focusing on Twitter while also serving as the automaker's CEO and also remaining deeply involved in SpaceX, the rocket ship company he founded.

Musk's leadership of Twitter — where he has gutted the staff and alienated users and advertisers — has proven unpopular among Tesla's current stockholders, who are worried he has been devoting less time steering the automaker at a time of intensifying competition. Those concerns contributed to a 65 percent decline in Tesla's stock last year that wiped out more than $700 billion (roughly Rs. 56,68,900 crore) in shareholder wealth — far more than the $14 billion (roughly Rs. 1,13,400 crore) swing in fortune that occurred between the company's high and low stock prices during the August 7-17, 2018 period covered in the class-action lawsuit.

Tesla's stock has split twice since then, making the $420 (roughly Rs. 34,000) buyout price cited in his 2018 tweet worth $28 (roughly Rs. 2,300) on adjusted basis now. The company's shares were trading around $133.42 (roughly Rs. 10,800) Friday, down from the company's November 2021 split-adjusted peak of $414.50 (roughly Rs. 33,600).

After Musk dropped the idea of a Tesla buyout, the company overcame its production problems, resulting in a rapid upturn in car sales that caused its stock to soar and minted Musk as the world's richest person until he bought Twitter. Musk dropped from the top spot on the wealth list after the stock market's backlash to his handling of Twitter.

When asked Friday about the challenges that Tesla faced in 2018, he recalled spending many nights sleeping at the automaker's California factory as he tried to keep the company afloat.

“The sheer level of pain to make Tesla successful during that 2017, 2018 period was excruciating," he recalled.

Google Loses Bid to Block CCI's Ruling in Supreme Court, Vows to Cooperate With Antitrust Authority

Google said on Friday it will cooperate with India's competition authority after the country's top court upheld an antitrust order forcing the US firm to change how it markets its popular Android platform.

The Competition Commission of India (CCI) ruled in October that Google, owned by Alphabet, exploited its dominant position in Android and told it to remove restrictions on device makers, including those related to pre-installation of apps and ensuring exclusivity of its search. It also fined Google $161 million (roughly Rs. 1,308 crore).

On Thursday, Google lost a challenge in the Supreme Court to block the directives, getting seven days to comply.

"We remain committed to our users and partners and will cooperate with the CCI on the way forward," a Google spokesperson said in a statement to Reuters, without explaining the steps it could take.

"We are reviewing the details of yesterday's decision which is limited to interim relief and did not decide the merits of our appeal," Google said, adding that it would continue to pursue its legal challenge to the Android decision.

India's highest court has said a lower tribunal - where Google first challenged the Android directives - can continue to hear the company's appeal and must rule by March 31.

About 97 percent of 600 million smartphones in India run on Android, according to Counterpoint Research estimates. Apple has just a 3 percent share.

Hoping to block the implementation of the CCI directives, Google had challenged the CCI order in the Supreme Court by warning it could stall the growth of the Android ecosystem. It also said it would be forced to alter arrangements with more than 1,100 device manufacturers and thousands of app developers if the directives kick in.

Google has been concerned about India's decision as the steps are seen as more sweeping than those imposed in the European Commission's 2018 ruling. There it was fined for putting in place what the Commission called unlawful restrictions on Android mobile device makers. Google is still challenging the record $4.3 billion (roughly Rs. 34,935 crore) fine in that case.

In Europe, Google made changes later including letting Android device users pick their default search engine and said device makers will be able to license the Google mobile application suite separately from the Google Search App or the Chrome browser.

Some analysts say Google will now need to make similar changes in India to comply with directives.

Faisal Kawoosa, founder of Indian research firm Techarc, said Google may have to consider other business models such as charging an upfront fee to startups to provide access to the Android platform and its Play Store.
